Charter
Vision: "Incident-Free Operations"
Objective: The Permian Basin Service, Transmission, Exploration and Production Safety Network, commonly known
as the Permian Basin STEPS Network, promotes a culture that enables safety, health and environmental
improvement in the exploration and production of oil and gas in the Permian Basin. The Permian Basin STEPS
Network fosters a work environment that relies upon open communication and trust.
Scope: The Permian Basin STEPS Network includes Operators and Contractors in the Oil and Gas Exploration,
Production, Transmission and Support Service industries as equally valued members. The Permian Basin STEPS
Network encompasses the geographic region within West Texas and South Eastern New Mexico known as the
Permian Basin.
Methods: The Permian Basin STEPS Network will:
• Meet periodically to share and discuss safety, health and environmental incidents, best practices and related
issues.
• Establish focus groups to address specific issues.
• Work with other organizations, including but not limited to: OSHA, IADC, API, EPA, DOT and local Support
Groups.
Resources Required: Member companies should designate representatives to participate in meetings, contributing
knowledge, information and support.
Charter approval: This charter was approved by the majority of the members present at the 08/21/2007 Permian
Basin STEPS Network meeting.
